The story unfolds in Yokohama during preparations for the 1964 Tokyo Olympics. Each morning as she prepares for school, industrious Umi Matsuzaki (voiced by Sarah Bolger) flies signal flags from her family's boarding house in memory of her father, who was lost at sea during the Korean War. Shun Kazama (Anton Yelchin), the engaging editor of the high school newspaper, gets her involved in his campaign to preserve "the Latin Quarter," a beloved but dilapidated building that houses the school clubs. The effort to save the ramshackle structure sparks a believable romance between these likable teenagers. Hayao Miyazaki and Keiko Niwa adapted the story from a graphic novel by Chizuru Takahashi and Tetsuro Sayama. The filmmaking is more intimate and assured than Goro Miyazaki's Tales from Earthsea (2006). Many Japanese retain a nostalgia for the early '60s, when the Olympics proclaimed their country's reemergence from the destruction of World War II and the period of rebuilding that followed. Kyo Sakamoto's crossover pop hit "Ue o muite aruko," which Americans know as "Sukiyaki," sets the tone. The Ghibli artists outdid themselves creating the dust and junk decades of high school students left in the Latin Quarter: the audience can understand both the students' affection for their ratty headquarters and the administrators' desire to be rid of an eyesore. At a time when American animation is dominated by fast-paced, big-budget CG films, From Up on Poppy Hill reminds viewers of the singular warmth of hand-drawn animation. The artificial humans 17 and 18 who terrorized Earth in Season #4 of Dragon Ball Z were only a preliminary threat: Dr. Gero's ultimate creation, Cell, strikes in Season #5. A bio-entity created from genetic material taken from Goku, Piccolo, Vegeta, and Frieza, Cell arrives via the time capsule Bulma built for Trunks. (There are now two of them, somehow.) Although he defeats the merged Piccolo and Kami, Cell remains imprisoned in his "imperfect form," a sort of larval stage. Until he absorbs androids 17 and 18, he can't attain his ultimate power. Vegeta and Trunks train in the Hyperbolic Time Chamber at Kami's palace, which enables them to undergo the equivalent of a year's heavy workouts at high gravity in one day. Transcending his powers as a Super Saiyan, Vegeta clobbers Cell. When Cell challenges Vegeta to fight his perfect form. Vegeta takes the bait and allows Cell to evolve. The perfect Cell proves so powerful, Trunks has to draw on untapped reserves of power to save Vegeta. Goku plays only a small role in Season #5: he spends the first episodes recovering from the heart virus, then waiting with Gohan for the Hyperbolic Chamber or training in it. One of best-loved stories in the Dragon Ball Z continuity the "Cell Saga" offers plenty of action, with characters punching each other through rock walls and destroying entire islands as they fight. But it ends on a weak note when, instead of killing Trunks, Cell challenges the Z Fighters to a martial arts tournament--the focus of Season #6. The paradoxes of the time travel story, including adult Trunks encountering himself as a baby, don't seem to bother the fans--or the writers. These 26 episodes could have easily fit on five discs or even four, and spreading them over six feels chintzy.(Rated TV PG. suitable for ages 8 and older: violence, tobacco use, ethnic stereotypes) --Charles Solomon

Shinichiro Watanabe's film noir-ish sci-fi adventure Cowboy Bebop set a new standard for cool in anime in 1998, and Samurai Champloo, an edgy mix of Edo-era martial arts and hip-hop irreverence, is a worthy follow-up. A string of coincidences brings together three misfits in a two-bit tea house: Mugen, a rebellious vagabond; Jin, a taciturn ronin; and Fuu, a nutty waitress. The sardonic Mugen lacks the polish that distinguishes a classic martial artist--he uses break dance spins and flips against his foes. Jin moves with a polish that approaches iciness: When he unsheathes his sword, he becomes a lethal work of art in motion. Fuu forces Jin and Mugen to help her find a mysterious samurai "who smells of sun flowers." As the ill-assorted trio wanders towards Nagasaki, Watanabe treats the audiences to a string of outrageous, anachronistic adventures. In Episode 18, Mugen belatedly learns to read at a smackdown elementary school, while Jin tries to settle the rivalry between the heirs to the dojo of his former sensei. The seemingly unrelated storylines collide in a no-holds-barred graffiti contest featuring Tokugawa rap lyrics, ink-brush tagging, Hiroshima homeboys, and a caricature of Andy Warhol. But Watanabe reveals the hidden significance of these nutty interludes when he brings his picaresque adventure-comedy to a close. Like Cowboy Bebop, Samurai Champloo leaves the viewer wanting more.
